Kennedy spoke from the steps here on 26 June 1963 to a crowd of 450,000. The building is now one of the city's most expensive headaches. The money is at last settled — €147m in the Senate's investment plan, in six stages — but the district expects at least 14 to 15 years of work with the building in use, and has published no start date. The 70-metre tower needs millimetre-precise work so the ten-tonne Freedom Bell is not shaken loose. It still rings at noon, every day.
